Today not correctly sharer from Singapore and some users from US.

Hi!
I've noticed some problems since few weeks with my time zone, wich is Cluj,RO.
It seems that exists some +6 hours delay, instead of +3.
How can I fix that? Can't find any settings for the time zone.
