Based on flight tracking and others sources, I believe this aircraft is assigned to Altus AFB OK 97AMW/58AS. Also the latest photography shows this aircraft with an Altus tail, vice the white tail it had when it was assigned to the 3 Wing in Alaska.

I have seen this aircraft twice now over a span of 7 days (4/8 and 4/15). Had the calls 4153 and 2040 programmed in respectively. I'm not convinced at this point that this is either a gov or military aircraft.
