Go to the directory where the jarfile is and try excuting there: java -jar modesfiltered.jar

No I am not the author. In this case I recommend you to uninstall and install modesfiltered.

What you see on the dump1090 local map is information based on several messages collected over time. Modesfiltered works in a different way.
